No road no vote; villagers threaten to boycott LS poll

ROING, Apr 9: In a dramatic turn of events, the people of Ahi Valley in Dibang Valley district have unanimously decided to not participate in the electoral process in the next elections, pledging "No Road, No Vote", until their demands of road connectivity is heard by the government.
Reportedly, the people of the valley have been demanding connecting Anelih in Dibang Valley district to Singa Circle in Upper Siang district via villages like Akuli, Atali, Thiyee, Angalin, Awoka, Cheppe (villages under Ahi valley), by constructing a motorable road.
"The people of the villages of the valley, like Awoka, Awali, Yanli, Epungu and Cheppe will be compelled to boycott the 2019 Lok Sabha Elections if the demand is not fulfilled by the end of this year", it said.
"Being part of a democratic country, we know our responsibility and therefore perform our duty rightly by taking part in every electoral process by casting our votes. We have repeatedly demanded road connectivity and also approached the higher authority from time to time but all in vain. Being deprived of the basic needs, we are left with no other options but to take this major step as we understand the value of our votes", said Prem Mikhu, a villager.
The belt, which is located in the Chinese border, is very sensitive with even the Indian military passing through the villages for their border patrolling, informed Mikhu. "China has reached the border with all required connectivity but the India Government is sleeping", he added. As per information, the valley also lacks medical facilities and education, as there are no schools in nearby places, depriving children of their basic right to education.
Ahi valley in Dibang Valley district is a naturally rich valley with beautiful and adequate resources. However, these resources remain untapped due to lack of communication. The valley has been struggling without road connectivity and other means of communications since ages.
Highway administration to start eviction between Chandranagar & Papu Hapa
ITANAGAR, Apr 9: The newly appointed Highway administrator cum ADM and Chief Estate
Officer Talo Potom has informed that he will start eviction drive on NH-
The eviction will start from Papu Hapa to Chandranagar (10 KM) after following due process of law tentatively by April 21.

A total of 1084 land encroachers have been identified and the portion of the premises for eviction was marked in presence of the building owners periodically. Several queries were also raised by the owners at various points of time, most of which were resolved, informed ADM Potom.
He added that 437 notices for eviction are ready for dispatch for occupants from Chandranagar to Papu Hapa.

Tawang gets a museum on Dorjee Khandu and Sixth Dalai Lama
Tawang, Apr 9: Tawang has added another milestone with the inauguration of The Dorjee Khandu Memorial Museum at Famla here by His Holiness, the 14th Dalai Lama on Sunday afternoon.
The Dorjee Khandu Memorial Museum, which has a section on the Sixth Dalai Lama, who was born in Tawang, is housed at the same place where the late Chief Minister was cremated after he passed away in a helicopter crash on 30 April 2011, at the peak of his political career.
In his memory, the imposing Jangchub Chorten has been built, which was consecrated by His Holiness.
The Dalai Lama said that he had mixed feeling to be at the museum while stating that Dorjee Khandu was his friend.

A section of the museum is dedicated to the works undertaken by the late Chief Minister which includes the Trans Arunachal Highway, the Legislative Assembly and Secretariat building among others.
The museum is supported by the Government of Arunachal Pradesh with a grant of Rs. 1.8 crores, made during the time of the then Chief Minister late Jarbom Gamlin.
The central idea of the museum is to share with visitors late Dorjee Khandu’s personal life journey, as well as the achievements made by him in his years of public life, said an official statement.

The museum also has a gallery which has a life sketch of the Sixth Dalai Lama, displaying songs written by him revealing his less known aspect of life.
The exhibition also pays homage to His Holiness the XIV Dalai Lama and features an arena that depicts his journey into exile in India in March 1959, and with it, the return of the Dalai Lama to Tawang as prophesied by His Holiness The Sixth.

Curator Moji Riba guided the Dalai Lama and explained in detail the sections and exhibits of the museum who obliged to leave imprints of his hands permanently on a special plate put up in the museum with his portrait and that of the Sixth Dalai Lama.
Later, the Dalai Lama also planted a sapling in the premises of the museum.
Chief Minister Pema Khandu, who is the eldest son of late Dorjee Khandu, along with Parliamentary Secretary Jambey Tashi, Tawang legislator Tsering Tashi, monks, officials were present during the consecration.

Who is gaining from Dalai Lama's visit ?

It was around September last year that news about the proposed visit of His Holiness the 14th Dalai Lama, Tenzin Gyatso, to Arunachal Pradesh gathered momentum. Before that, his impending visit to the hilly state had been making news in the national media.
Even previous Chief Ministers, including Nabam Tuki and late Kalikho Pul, had extended invitation to the Tibetan spiritual leader to visit the state. Union Minister of State for Home, Kiren Rijiju, who himself is a devout believer of Buddhism is at the forefront to ensure the visit of His Holiness to the state. Now that the Dalai Lama has finally arrived in Arunachal, despite the bitter opposition from China, the event is making news at the global front.
Chief Minister Pema Khandu's statement that Arunachal shares boundary with Tibet and not with China has been picked up by several international news outlets. As an Arunachalee, one wishes that the Chief Minister exhibits similar boldness while dealing with neighbouring Assam over the boundary row.
It is a fact that Arunachal's land, especially in the foothill region is constantly being encroached by Assam, and our successive governments have simply failed to stop it.
China, which aims to replace the US as a global superpower, will never invade Arunachal and its claim over the state is more of political and strategic tactic. Also, as the Dalai Lama visits the state, it looks like the entire government machinery is busy in ensuring successful completion of his tour.
The Governor, Chief Minister, Ministers and all the top bureaucrats have rushed to Bomdila and Tawang and the government machineries have also been put into service. Such is the situation that the entire Civil Secretariat virtually remained empty in the first week of this month. Some may think it is March ending fatigue, but it seems everybody is in Tawang as the Chief Minister himself is camping there.
The CM has been accompanying His Holiness right from Guwahati onwards. For now, spiritualism looks more important than governance for the Government of Arunachal.
Coming back to the visit of His Holiness, there is no doubt his visit offers a rare chance to thousands of devotees of Tawang, West Kameng and other parts of the state to get blessings from him. But it also poses few pertinent questions about 'Where the state is heading towards?' Some people might find this question strange but the time has come to raise this pertinent question.

Make Arunachal economically vibrant state: Governor
ITANAGAR, Apr 9: Governor of Arunachal Pradesh P B Acharya has exhorted the government officers to join hands to make Arunachal Pradesh economically independent and vibrant.
Interacting with Government officers of Bhalukpong Circle at Bhalukpong in West Kameng district on Sunday, the Governor said that government officers are the pillars of success of every programme and schemes of the government and at the same time failure also. He asked the officers to go the extra mile and work with vision, and also asked them to be agents in changing the traditional mindset of the people.
"I am here as a helping hand. I want my state to shine and not to beg for its development," the Governor said.

Stating tourism as the potentially largest revenue earning sector, the Governor advised that tourism pamphlets must be easily made available to all the visitors to the state. The concept of Home Stay must be promoted.
Recalling his visit in 1968, the Governor said that the whole area was covered with dense forest. He urged upon the officials to preserve the flora and fauna and plant at least ten saplings against every felled tree.

He reiterated that extra efforts must be made to promote 'Beti Bachao, Beti Padhao' scheme and create awareness on Jan Dhan Yojana and other welfare schemes of the state and central governments. He said it is the responsibility of every government official and empowered individual to ensure that benefits percolate down to the targeted population.
Later, the Governor also met the representatives of NGOs, business communities, women and students' organizations, Panchayati Raj leaders and Self Help Groups and exhorted them to be nodal agents to bring positive changes in the society. He asked them to adopt villages and government schools and not to look upon the government for every need of the people.
Earlier, the Governor, on his return journey from the district tour interacted with the labourers under BRO at Sessa and handed over recreational items like carom boards, volleyball sets and cricket bats with balls for the children of the labourers on Saturday. Commandant of 14 Border Road Task Force (BRTF) based at Tenga, Colonel Pradeep Tiwari was present on the occasion.
The Governor asked the Commandant to facilitate the labourers in opening bank accounts under Jan Dhan Yojana, Atal Pension Yojaya, Pradhan Mantri Jeevan Suraksha Yojana and Pradhan Mantri Jeevan Jyoti Yojana. He also asked the BRTF head of the project to provide new CGI sheets for construction of shelter for the labour force and set up health, education and recreation facilities. He insisted that the employers must provide portable drinking water to the labourers and their families.
'The labourers are the most hardworking people, particularly those working in the road construction and they contribute the most towards the development of the state. Every section of the society must take care of their welfare', the Governor emphasised.
The Governor further assured to take up the provision related to daily ration for the workers working in various organisations, including the BRO with the state government under the Food Security Act. (PRO, Raj Bhavan)
WASE helps police arrest drug peddler

PASIGHAT Apr 9: On a tip off by sources of the Women Against Social Evils (WASE), an alleged drug peddler, identified as Nanu Yingo was nabbed by the Arunachal Pradesh Police, Pasighat unit.
At least four packets of brown sugar were seized from the possession of the peddler, the police informed.
When contacted, OC Atan Taki said that the police is investigating the involvement of two other people involved in the drug racket.
Reportedly, the drug peddling was operational in a delivery service centre located at Jarkong, SS Mission Road.
The WASE informed this to the police, and following the arrest, a case was registered Vide Pasighat PS Case No. 54/2017 U/S 21(b) NDPS Act.
Further, the WASE has appealed to the police and administration to shut down the functioning of the delivery service and sought arrest of employer and employees, alleging their involvement in the drug racket.
WASE general secretary Joya Tasung Moyong also alleged that the supply of drugs comes from Itanagar and other places and urged to keep an eye on all unregistered and unlicensed suspected service centers and close them down.
Meanwhile, the Adi Baane Kebang women wing East Siang unit also carried out a drive against bhang (cannabis), IMFL and carom/ playing card gambling on Saturday, covering villages like Tekang, Yagrung and Gobo area. The women wing destroyed a marijuana cultivation garden at Gobo area and also destroyed illegal IMFL, informed, ABKWW President, Yalem Taga Burang.
DC expresses concern over deteriorating condition of Tamen bridge
Ziro, Apr 9: Lower Subansiri Deputy Commissioner Kemo Lollen has expressed deep concern over the deteriorating condition of 120 meter span Tamen Bailey Bridge over river Kamle in Tamen after the Highway authorities took over this stretch of road from BRTF.
Terming the bridge as lifeline of the people of Lower Subansiri and Upper Subansiri districts and strategically important from the defence point of view, he urged the concessionaires to initiate repair work of this important bridge.
The district administration during last monsoon season had repaired the the Possa Bailey Bridge and also maintained the road from Potin to Tamen despite financial constraints, but major repair work will be required for the Tamen Bailey Bridge over the mighty Kamle River before the onset of the monsoon, he further added. ANSU against involvement of money in union election
ITANAGAR, Apr 9: The All Nyishi Students' Union (ANSU) has appealed to the members and candidates aspiring to contest in the ensuing ANSU general election scheduled to be held in the last week of this month to conduct their election campaigns without involving money.
The union said it has decided to hold the XIVth General conference-
"It has been witnessed that a large amount of money is spent during election time. Hence, we have decided to conduct it in a very short notification to curb the expenditure," said ANSU President Byabang Joram
The ANSU President appealed to the college and university students, schools delegates to refrain from asking money for votes.
"Give your valuable mandate to the deserving candidates without asking money for votes, because this is a students' election," Byabang said.
On reports of donations collected in the name of ANSU from the markets and business community by any individual or groups, the ANSU president appealed to the market committees/ associations of Itanagar, Naharlagun and Nirjuli not to entertain donation in any form in the name of the president and general secretary of the union (ANSU).

There was an interaction with the villagers. The students were divided into seven groups and sent to different parts of the village along the river bank with questionnaires.
The inhabitants reported that flooding and erosion were serious problems of the southern banks of the river and reducing the size of the island.
The main occupation of the people living near the river is fishing. They also collect drift wood from the river for self consumption and for sale.
The students and teachers planted Koroi/ Pongmia trees along the river bank and also distributed plants to villagers.
Majuli, which was known to be largest river island in the world, is losing its status due to erosion in the southern bank and also due to reduction of volume of water in the Kherkatia, the old course of Brahmaputra (before 1750) that connects the Subansiri separating the island from Dhemaji and Lakhimpur districts.

Manipulation in tendering process alleged

DAPORIJO, Apr 9: An FIR has been lodged in Itanagar Police Station against the private construction company engaged for construction of road from Sigam to Dayam and the tendering authority of the road work by the villagers of the concerned areas for allegedly adopting illegal practices to win and award the contract work.
In this connection, the villagers of Lechin, Siga, Hina, Ruji, Lote, Hinju, Dabu, Sebing, Dai, Magria, Lingsa, Dadi, and Dayam held an emergency meeting at Lechin under Siga Village on last Sunday, which was also attended by former MLA Tapen Siga, ZPM of Chetam Circle, the District BJP President, State Council Member Daporijo, Panchayat leaders Gaon Burahs, and other project affected members.
The villagers claimed that the private construction company, which has been awarded the work for construction of the PMGSY road, did not meet the minimum eligibility criteria to participate in the bid; but has managed to get the work by producing fake experience certificate and other documents.
The meeting registered strong protest against the tendering authority for not thoroughly scrutinizing the documents of the bidder before awarding the work, thus encouraging illegal practice.
The villagers also lodged a complaint with the Upper Subansiri Deputy Commissioner against awarding of the road work to the private construction company and demanded that the work be awarded to an experienced construction company to ensure quality. They also demanded immediate stoppage in the ongoing construction work.
Most wanted NSCN (K) cadre nabbed
Lazu, Apr 9: A senior and most wanted cadre of the NSCN (K) was apprehended from Lazu village of Tirap district by the security forces.

According to the release, the Assam Rifles battalion had been tracking the cadre for the past one month and on receiving specific inputs swiftly launched an operation and apprehended the cadre with a weapon and extortion notes.
During interrogation, the cadre admitted that he had been part of the outfit since 2010. He was allegedly involved in the firing incident of 7 June, 2015 on Lazu Post and made a failed attempt on Noglo Post on 18 August, 2016. Fire devours house of APYC President
CHIMPU, Apr 9: A major fire broke out on Saturday midnight at the attached SPT building of Arunachal Pradesh Youth Congress (APYC) President Jikke Tako at Chimpu. The fire, which is understood to have started due to a short circuit, completely gutted the SPT house. However, no loss of life was reported as the family members were away.
Tako said that all belongings of the house, including food items, granaries, sofa sets, TV and utensils have been burnt down.

Two days workshop on FESS held at Samaritan Hormin Hospital

Currently a Medical Officer at Lor Potung Homeopathy Dispensary in Itanagar, Dr Meena was also the winner of the Mrs Arunachal pageant held at Nyokum Niya Hall, Nirjuli.
Mrs India North 2017 title winner was Deepti Katoch from Chandigarh, while the first runner up was Prachi Rajput of Raipur. Another participant from Arunachal, Apung Bagang also won the subtitle of Mrs Vivacious and Elegant Walk.
The event was organized by Mrs India pageant and Productions Pvt Ltd and its Director Deepali Phadnis.
JNC organises field trip to Mebo and Siluk
ITANAGAR, Apr 9: The PG Department of History, JNC on Sunday organized a field trip to Mebo and Siluk with a view to revisit the Kebang and its relevance from past to the present.
The trip was conducted to give a solid feedback to all the fourth semester students, who were out to gather the inputs on the Kebang as part of their academic dissertation.
VP Dr S D Choudhury, Coordinator Dr C M Nayak and other faculty members of the department also accompanied the students, giving them the required educational, moral and psychological support.
The students had successful sessions with the gaon burahs and the residents in the context of the task in hand.

Both Dr Kodak and the HDO Riamuk explained the importance of computer education and advised the trainees to attend the training sincerely.
Chairman of Lune Educational Foundation Charitable Society, Gaidap Maling Cherom urged the trainees to undergo higher computer courses, like DCA, PGDCA etc from the computer institute.
NSUI foundation day
ITANAGAR, Apr 9: The Arunachal Pradesh unit of National Students Union of India (NSUI) celebrated the 46th foundation day of NSUI at Rajiv Gandhi Bhawan here on April 9.
The programme started with hoisting of NSUI flag by State NSUI President Tanu Nima. Highlighting the history of NSUI and its motto, Nima encouraged the youths to work sincerely to achieve the goals of NSUI and Congress party. The programme concluded with a small interaction programme between the students and NSUI members.

Good initiative
The decision of the government of Arunachal to rationalize transfer and posting of teachers has come in right time. This was long due and if properly implemented will immensely improve the education scenario of the state. Education department has informed that process for rationalizing transfer and posting of teachers will be completed by May in all probability. This whole process has been initiated based on the resolution unanimously adopted by MLAs during budget session of assembly seeking rationalization of teacher posting.
One of the main reasons for poor performance of government school is lack of teachers. Most of the teachers are posted either in capital complex or in district headquarters. There are excess teachers posted in urban areas, whereas there is no teacher in schools located in interior areas. Politicians should not disturb the process of rationalizing the transfer and posting of teachers. Quite often they are one who creates so much trouble. Also the government should strictly check the attendance of teachers. On several instances teachers have been found absent from their place of posting which badly affects the academic performance of students. The education department under the leadership of Minister Honchun Ngandam and Secretary Bidol Tayeng is making sincere effort to revamp the ailing department. People should support such initiative.

Beef ban is against fundamental choice of food

I used to believe that in India right to life, liberty, choice of food was well defined
until emergence of "New India" -
Violence in the name of cow rakshak is increasing and carried out openly without fear of law as animal life is becoming more important than human life. There is growing question mark over India’s secularism. I fail to understand where we are going?
If it's about religious sensitivity one should not forget that this country belong to other religions too. Banning everything in sense of religious sensitivity is not the way out in democracy .Beef ban is against fundamental choice of food.
One needs to understand, “Your religion cannot be religion of whole country?” I think, time has come where we need to stand and raise voice against such thing whether it affects Muslim or Christian or Buddhist and other. After all it's about our fundamental choice of food. How can we let other decide our food menu .Today it is beef meat tomorrow it will be Mithun meat.

Use Skywalk

Time and again it has come to notice that our innocent Ane-
As of now, we do not have pavement amenities along the road or around the newly built Skywalk to guide the commoner towards it but one’s common sense tells us that the Skywalk is built for commoner in order to cross the road safely.
Taking the shortest path to cross road is amount to embracing danger upon oneself because many youngsters ride their motorbike recklessly and as usual they exceed the speed limit of the area whose careless act should be noticed by Traffic Police. So, if any untoward incident or accident happens while crossing road it can even cause death or inflict injuries. Further, crossing the road without using Zebra Crossing or Skywalk is by all means wrong.
Through this column, I, on behalf of aware Citizen of the State, urge upon the denizen of the Capital Complex to use the Skywalk sincerely and at the same time I appeal the concerned authorities to deploy at least two Traffic Police personnel at each Skywalk especially near Tomo Riba State Hospital so as to guide the citizens and make them accustom to use Skywalk. Moreover, such a needful step will go a long way to develop civic sense among denizen of Capital Complex and most importantly it will avert road accident.

job opportunities remain more or less the same or they may be a little more than
in the last year. The craze for degrees in the Engineering and Medicine is increasing
and it is not possible for the Government and the private institutions to give jobs

Banks give loans to the educated youths to start businesses. Engineering graduates can start small factories to manufacture some products. They can serve as contractors for certain products to the Railway Department, State Transport Department, Power Department, etc. Ordinary graduates can set up shops dealing in books, fancy articles or some other products. Some youths can join together and start a cooperative business which may manufacture and sell cold drinks, different kinds of oil, textiles etc. There are Government institutes which train the aspiring persons in the manufacture of plastic goods, electrical gadgets, candles etc. Youths may undergo training in these institutes.
